With more than 10 years of experience in healthcare valuation – including over six years specializing in healthcare real estate appraisals – Phil Culotta has completed more than 800 real estate valuations for HMS clients. His work focuses on providing fair market value opinions to support compliance with Stark Law and Anti-Kickback Statute requirements.
Phil plays a key role in HMS’s real estate appraisal engagements, with a primary focus on market rent studies and valuation analyses. His responsibilities include site visits, property inspections, market research, and evaluation of comparable properties. He works closely with hospital administrators, property managers, and other stakeholders to ensure each engagement is thoroughly analyzed and supported.
Experienced
Phil earned a Bachelor’s degree in Microbiology and Chemistry from Nicholls State University and a Master of Science in Healthcare Management from the University of New Orleans. He is a Certified Valuation Analyst (CVA), a Certified General Real Estate Appraiser in multiple states, and is a General Candidate for Designation with the Appraisal Institute.
He has provided appraisal services for national and regional healthcare systems, with particular emphasis on fair market value rental rate appraisals, land appraisals, and full building appraisals.
